Fiscal Year Budget Overview
Annually, the College prepares a budget based on projected enrollment, revenues, and expenses. The budget is developed through a series of Governing Board actions and discussions, which occur during the preceding fiscal year. These items include the budget forecast, strategic priorities, tuition & fees, capital projects, and contracts, forming the foundation of the final budget.
The final budget is submitted to the Governing Board for adoption in June of each year. The fiscal year begins July 1 and ends June 30.
Below are the most recent documents and timelines used in the annual budget process.
September 2021
- Initial budget conversations began with various College administrative groups. A Financial Overview and Budget Discussion was held on September 30, 2021, with the Pima Administrative Council.
November 2021
- The Fiscal Year 2022-2023 Budget Development Calendar was provided to the Governing Board at their meeting on November 10, 2021.
- On November 29, 2021, the Governing Board reviewed and discussed the Fiscal Year 2023 Budget Overview. Video of the meeting is available online.
December 2021
- A presentation on the Comprehensive Integrated Energy Management Program was provided to the Governing Board at their meeting on December 7, 2021. Video of the meeting is available online.
January 2022
- The Annual Comprehensive Financial Report for the year ended June 30, 2021 was presented to the Governing Board on January 12, 2022. Video of the meeting is available online.
February 2022
- On February 21, 2022, the Governing Board held a Study Session for the Fiscal Year 2023 Budget Discussion. Topics included Fiscal Year 2023 budget parameters and right-sizing the institution, and feedback was provided by the Governing Board. Video of the meeting is available online.
March 2022
- The March 9, 2022, Governing Board meeting included several components of the budget development process, including:
- Setting tuition and service fees for Academic Year 2022-2023,
- Permanently providing Success Support Courses at no cost for tuition and service fees,
- Approving various items related to employee benefits, and
- Viewing a report on the status of the Higher Education Emergency Relief Funds.
May 2022
- On May 10, 2022, Dr. David Bea hosted the first of two Virtual Budget Forums for College employees.
- The Governing Board approved several items at the May 11, 2022 Governing Board meeting, including:
- On May 13, 2022, Dr. David Bea hosted the second Virtual Budget Forum for College employees.
- The proposed budget and 'Truth in Taxation - Notice of Tax Increase' were published in the Arizona Daily Star on May 24, 2022. A press release was also distributed, as required by Arizona Revised Statutes.
- The proposed budget and 'Truth in Taxation - Notice of Tax Increase' were published for a second time in the Arizona Daily Star on May 31, 2022, as required by Arizona Revised Statutes.
June 2022
- On June 8, 2022, the Governing Board held a Public Hearing and a Special Meeting for the purposes of setting property tax rates and levies and adopting the budget for Fiscal Year 2022-2023. The Governing Board also approved the implementation of an Adjunct Faculty Tier System and the new Classification and Compensation structure.
July 2022
- On July 1, 2022, the 2022-2023 budget will be implemented for the new fiscal year. The 2022-2023 General Fund Budget Detail will be available online.
October 2020
- The Fall 2020 Budget Update was provided to the Governing Board at their meeting on October 7, 2020.
- The Fall 2020 Budget Update was provided to the Finance and Audit Committee at their meeting on October 23, 2020.
- The Fall 2020 Budget Update was provided at the All College Meeting on October 23, 2020.
November 2020
The Fiscal Year 2021-2022 Budget Development Calendar was provided to the Governing Board at their meeting on November 4, 2020.December 2020
- The Financial Update and Fiscal Year 2022 Budget Plans presentation was provided to the Governing Board at their Study Session on December 7, 2020.
February 2021
- The February 3, 2021 Governing Board meeting included the following budget-related items:
- Presentation of the Comprehensive Annual Financial Report for the fiscal year ended June 30, 2020.
- An update on the Fiscal Year 2021 and 2022 budgets and the implications of CARES Act/CRRSAA funds.
- Presentation of Course Fees for the 2021-2022 Academic Year.
- An amendment to the agreement with Follett, as well as a presentation on the Future of Bookstore, Food Service, and Vending Operations.
- On February 15, 2021, the Governing Board discussed the Fiscal Year 2021-2022 Budget. The discussion included ongoing challenges, revenue projections, and expenditures.
March 2021
- On March 5, 2021, Dr. David Bea discussed the Fiscal Year 2021-2022 Budget with Staff Council and Faculty Senate.
- The March 10, 2021 Governing Board meeting included several components of the budget development process. The Governing Board set tuition and service fees for Academic Year 2021-2022 and approved various items related to employee benefits.

- An update on the Higher Education Emergency Relief Funds (HEERF) was provided to the Governing Board at their meeting on April 14, 2021.
- Dr. David Bea discussed compensation strategies with the All Employee Representative Council on April 16, 2021.
- An update on the Comprehensive Integrated Energy Management Program was presented to the Governing Board at the April 19, 2021 Study Session.
May 2021
- On May 12, 2021, the Governing Board approved the request to publish the Fiscal Year 2022 Proposed Budget. The Fiscal Year 2022 Capital Project Plan was also approved by the Governing Board.
- The May 14, 2021 Study Session included a review of compensation strategies, as well as the budget allocated to fund the Strategic Plan 2021-2025 and College priorities.
- Dr. David Bea discussed the budget and compensation strategies with the Association of Classified Exempt Staff (ACES) on May 18, 2021.
- The proposed budget and first notice of the Public Hearing and Special Governing Board Meeting was published in the Arizona Daily Star on May 24, 2021. A press release was also distributed, as required by Arizona Revised Statutes.
- The proposed budget and the second notice of the Public Hearing and Special Governing Board Meeting was published in the Arizona Daily Star on May 31, 2021, as required by Arizona Revised Statutes.
