PCC Board Votes to Request Less in Property Taxes

Tucson, AZ – The Pima Community College (PCC) Board of Governors Wednesday night approved Pima County Community College District property tax levies for the 2011-12 Fiscal Year. As a result of the Board’s action, a majority of Pima County homeowners will experience a decrease in property taxes to support the District.
Taxpayers will see their 2011-2012 combined property tax rates for PCC increased by just over two percent from 1.0848 to 1.1093. However, when factoring in decreased property valuations and a decrease in secondary taxes, the average homeowner will end up paying less tax compared to this year. The College’s combined primary and secondary tax levies will decrease by $5.2 million.
Property taxes to support PCC comprise primary taxes, which help pay for College operations, and secondary taxes, which go to retiring the College’s long-term debt.
At Wednesday night’s special meeting, PCC approved a two percent increase in primary tax revenues, as allowed by state law. That revenue, combined with taxes from new construction, will account for $2.9 million in additional primary tax revenue, and will help offset an $8.8 million reduction in state aid appropriations.
The College’s secondary tax rate will decrease from 0.1093 to 0.0247 and associated secondary tax revenues for 2011-2012 will be reduced by approximately $8.1 million, or 77 percent.
Also at the special meeting, the Board adopted the proposed budget for the Pima County Community College District for the fiscal year beginning July 1, 2011 through June 30, 2012. In keeping with the College’s annual practice regarding budget adoption, the Board had reviewed the proposed budget during its regular meeting of May 11, 2011. Prior to Wednesday night’s special meeting, the Board held a statutorily required public hearing on the FY 2012 budget.
At its regular meeting, also Wednesday night, the Board approved PCC’s 2011-2013 College Plan.
The College Plan is a detailed map of the College’s focus for the next two years. The Plan addresses difficult, fundamental issues and seeks solutions that enhance PCC’s ability to serve students and the community.
The Plan comprises five initiatives, 30 strategies and 182 specific actions. The initiatives are:
- 1. Strengthen Developmental Education
- 2. Improve the Overall Success of Student Learning
- 3. Enhance Course Delivery
- 4. Expand Educational and Workforce Opportunities
- 5. Enhance Operations
The next scheduled meeting of the Board will be Wednesday, July 13 at 7 p.m. in the PCC District Office Community/Board Room at 4905 E. Broadway.
