DUTIES and RESPONSIBILITIES:

  • Directs the identification, planning, development and delivery of credit and non-credit educational and training programs to the public safety agencies in a year-round, self-supporting operation. 
  • Establishes goals and objectives in cooperation with the agency customers and the college administration.  Ensures appropriate program and curricula approvals from relevant college and external local, county, state, professional or regulatory bodies. 
  • Ensures appropriate program articulations. 
  • Directs the identification, planning and implementation of educational programs and workforce training that respond to the needs of clients, employers and the community. 
  • Analyzes, plans, directs and reviews activities and procedures related to the introduction of new educational programs and curricula that respond to community needs and campus growth; directs occupational program and curriculum development activities; identifies, researches, and secures from Federal, State, and community sources, resources to support program initiatives; develops grant proposals for new occupational programs. 
  • Directs the writing of agreements to provide internal and external funding sources and partnerships. 
  • Directs the development of the master schedule for Institute programs, faculty certification, faculty professional development, internal articulation, statewide community college articulation, and university articulation. 
  • Provides leadership and direction in the effective and efficient allocation of physical, financial and human resources. 
  • Ensures adequate funding to remain self-supporting. 
  • Approves or recommends expenditures commensurate with available funds and overall work plans. 
  • Develops and administers all budget related functions for the Institute. 
  • Develops and/or monitors internal systems for compliance with fiscal policies, procedures, guidelines and rules of funding sources and regulatory agencies. 
  • Work college-wide with administrators, faculty and staff to plan, implement and coordinate international programs in accordance with the College’s mission and goals.

QUALIFICATIONS:

Successful Candidate with have knowledge of:

  • Principles and practices of occupational program development in an educational institution;
  • Program evaluation principles and methods;
  • Methods of resources development at the Federal, State, and local level to develop and support community college occupational programs;
  • Principles and practices of budget preparation and administration;
  • Organizational and management practices as applied to the analysis and evaluation of occupational programs, policies, and operational needs;
  • Principles and methods for the evaluation of programs and activities, including instructional program review;
  • Principles of supervision, training, and evaluation; financial management and analysis in the development and administration of designated and restricted fund budgets. 
  • Principles of contract negotiation, administration and basic legalities. 
  • Principles and practices of organizational structure, administration and personnel management, supervision, basic marketing strategies and budget administration. 
  • Principles and practices of grant sources, writing and administration. 
  • Principles of marketing, public relations and customer service. 
  • Computer software applicable to office environments.  
  • Federal, state and local laws, codes and regulations as they pertain to community colleges and to public safety and emergency services organizations. 
  • Principles and practices of comprehensive student services required to serve students and in directing staff in providing those services. 

Successful candidate will have the ability to:

  • Direct program planning, resource development and program review activities of a community college campus;
  • Analyze problems, identify alternative solutions, project consequences of the proposed actions and implement recommendations in support of goals;
  • Conduct informational research and prepare reports which outline alternative plans of action and provide a basis for administrative decision making;
  • Conduct feasibility studies and other research related to occupational program planning;
  • Conduct labor market research and work force needs analysis studies and prepare report on findings;
  • Gain cooperation through discussion and persuasion;
  • Work with community occupational constituencies for effective program development;
  • Resolve problems and gather consensus through innovative thinking and creative planning;
  • Develop partnerships with local businesses, industries, and public entities;
  • Select, supervise, train, and evaluate staff, communicate clearly and concisely, both orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of working including all groups within a diverse, multicultural community; 
  • Articulate instructional programs through leadership, vision and goal setting; 
  • Collaborate, negotiate, persuade, and gain consensus with internal and external customers including students, colleagues, employees, agency directors, administrators and other College leaders; 
  • Interpret and apply federal, state and local policies, procedures, laws and regulations that impact the Institution. 
  • Oversee the preparation and administration of the budget and grants; provide quality customer service; problem solve;
  • Effectively communicate and/or interact with students, coworkers, supervisors, & the general public. 
  • Gather, compile and analyze data.

Experience, Education and Licensing: Five years of progressive management experience including project management, budgeting and supervision and a Bachelor degree in a related field (public safety, business, education, public administration, etc); or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
