POSITION SUMMARY: Manage, direct and coordinate a variety of professional and technical activities for College facility master planning involving new, renovation, or major maintenance of College facilities.  Coordinates assigned activities with other College departments and outside agencies; provides highly responsible and complex professional support to senior College administrative staff.

DUTIES and RESPONSIBILITIES:

  • Provides project management for construction and remodeling project, including space planning and interior design, ensuring projects are within budget and on time; assessing long-term facility value; approving and administering contracts
  • Assists in developing college regulations and procedures for capital activities, implementing and managing information systems and researching information
  • Coordinates activities with contractors and agencies; preparing reports on the status of contract projects
  • Assists in administering the selection, negotiation, evaluation and contracts of architects, engineers and other consultants
  • Interprets and applies local, state and federal laws and regulations
  • Coordinates activities with other departments
  • Investigates complaints and ensures resolution of construction project; ensuring compliance issues are resolved
  • Provides facilities analysis of real estate and determining the costs and benefits of potential acquisitions
  • Participates in developing, administering and monitoring project budgets
  • Works with and uses the Facility Asset Management Information System (FAMIS) which the Facilities Department currently uses

QUALIFICATIONS:

Successful candidate will have knowledge of:

  • Principles and practices of facility master planning
  • Construction and project management and budgeting principles
  • Space planning, furniture, interior finishes and furnishings
  • Design, drafting and modeling software
  • Facilities asset management system software
  • Information systems principles
  • Research methods
  • Applicable local, state and federal laws and regulations
  • Contract language and document preparation techniques

Successful candidate will have ability to:

  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
  • Utilize computer databases and spreadsheets in the analysis of problems
  • Use AutoCAD or other design, drafting and modeling software
  • Act as a communication link between facility users and the contract architect and be able to review architect’s work for functional adequacy
  • Prepare comprehensive reports
  • Read, interpret and interrelate technical engineering drawings, plans and specifications
  • Prepare and administer construction project budgets
  • Interpret and apply Federal, State and local policies, procedures, laws and regulations
  • Communicate clearly and concisely orally and in writing
  • Establish and maintain cooperative working relationships

Experience, Education and Licensing:  Bachelor’s Degree in Construction Technology, Engineering, Architecture, Interior Design or a related field and three years of professional level construction project management experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
