Performs responsible employee relations management work assisting with grievances and investigations, developing and conducting training, and providing assistance and guidance to faculty, staff, supervisors and administrators on employee work related problems.

JOB ACCOUNTABILITIES:

  • Interacts with the College community to provide technical assistance and guidance on work related issues and bearing with College policies.
  • Conducts exit interviews, analyzes responses, identifies trends or patterns, maintains statistics and develops reports.
  • Evaluates completed performance evaluations for staff, faculty and administrators, identifies patterns or discrepancies, identifies training needs or performance concerns and works with supervisors to address concerns. 
  • Makes presentations, develops and conducts supervisor and employee training relative to field of employee relations such as but not limited to performance management, College policies, drug free workplace, and ethics. 
  • Conducts counseling and consultation sessions with faculty, students and/or staff, supervisors, managers and senior administrators and assists in the development of action plans, maintains documentation on sessions held.
  • Participates in investigations in response to complaints and allegations of violations of College policy, performs analyses and evaluates findings, and recommends corrective action or resolution to director based on findings. Prepares comprehensive reports.
  • Maintains confidential employee relations case files.
  • Gathers and/or researches data and/or information for special projects. Analyzes data and makes recommendations.
  • Develops, modifies and maintains automated or manual systems and procedures to support operations.
  • Ensures investigatory methods, processes and procedures reflect and comply with the most recent standards and regulations.
  • Serves as a technical expert on employee relations matters.  Provides direction and guidance to departmental staff as requested or assigned.
  • Analyzes and makes recommendations to management on organizational changes and the optimum use of personnel, modifications to personnel policy, procedures and standards.
  • Communicates standards, guidelines, policies and procedures.
  • Provides assistance to employees and management in processing of grievances.
  • Maintains currency with all applicable laws and regulations dealing with employment issues. Stays informed of developments in field. Reads pertinent literature, attends meetings and participates in professional associations as appropriate. Establishes and maintains an active network of professional contacts.
  • Designs tools for evaluation of employee relations programs such as surveys, exit interview questionnaires or employee/management needs assessments. Conducts audits to evaluate personnel policies and practices related to work performance and employer/employee relations by interviewing staff, gathering related data and analyzing information gathered; recommends modifications as needed.

QUALIFICATIONS:

Knowledge of:

  • Federal and state laws, regulations and executive orders relevant to personnel management;
  • Knowledge of personnel practices essential to supporting sound human resources services including employee relations, employee development and training, performance evaluation, and personnel records administration;
  • Research principles to gather and analyze internal and external data and documents relevant to each investigation including statutes, court decisions, and legal articles; gather and analyze data necessary for preparation of statistical analysis required to develop affirmative action goals and adverse impact reports;
  • Interviewing techniques.
  • Advanced oral, written and interpersonal communication skills;
  • Computer software: word processing; spreadsheets and databases

Ability to:

  • Provide counsel and advice for effective management of human resources including organizational and individual development, performance management, problem resolution and employee relation matters, employee recognition and retention, compliance requirements applicable to personnel management, personnel policy administration;
  • Maintain an unbiased position when dealing with sensitive, confidential circumstances and information;
  • Maintain professional interaction with administrators, faculty, staff, students and the public;
  • Conduct objective fact-finding, intake and assessment of complaints and use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, standards, policies or procedures;
  • Handle multiple issues within timeline constraints and manage critical deadlines associated with policy and procedure compliance; organize, plan and prioritize work;
  • Respond appropriately under stress;
  • Develop and conduct training and presentations;
  • Interpret and apply laws, regulations, policies and procedures;
  • Write at a level to convey complex information in an accessible way to persons of varying education levels;
  • Remain current in all areas under the law associated with this function.

Experience, Education and Licensing: Bachelor degree in Human Resources, Psychology, Business or related field and three years professional level human resources experience applicable to personnel management and employee relations; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
